Request for Proposal - Consultancy MHPSS

Norwegian Church Aid is seeking a clinical psychologist with experience in gender based violence to support the humanitarian response to the Rohingya crisis in Cox's Bazar, Bangladesh.

Norwegian Church Aid is responding to the crisis in Bangladesh together with local partners in both SRHR, WASH and GBV sector since 2017. In the GBV program we focus on scaling-up GBV life-saving intervention, through a multisetoral approach focusing on providing case management services which includes psychosocial interventions, crisis counselling, support, and care in additional to clinical management of rape. Our psychosocial intervention focus on survivors and their family to facilitate a healing process within the community. There are also focus on enlarging the area of outreach with mobile units (consisting of social workers and nurses) enabling good follow up through case management processes.

Tasks:

  1. Provide technical support in country and remotely to plan and implement MHPSS interventions and adolescent girls.
  2. Provide technical guidance and direction including ongoing training, clinical supervision, shadowing, coaching and mentoring to MHPSS officers and GBV case workers. This includes ensuring alignment with global minimum standards, including the IASC Guideline on GBV and MHPSS, Child Protection Minimum Standards, WHO & UNFPA guidance, and Protection principles.
  3. Contribute to the development of standard operating procedures (SOPs) and guidelines for the provision of GBV case management and crisis counselling via telephone and mobile service delivery.
  4. Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions, and implement modifications as required.
  5. Developing of training package and tools for healthcare workers and traditional birth attendants to indentify mental health issues with expecting and new mothers and PFA and basic counselling skills.

The Contract involves two tavels to Bangladesh and remote support. Time periode is November 1th 2018 to January 31th 2019. The first travel is required in the first week of November.

The budget is EUR 18 000,-.

Qualifications:

  1. Degree in psychology with relevant training for clinical practice.
  2. 5 years documented experience with work/consultancy in similar context or humanitarian response.
  3. Extensive knowledge in public mental health. Integrated MHPSS intervention models in humanitarian GBV programming.
  4. Technical experience and knowledge in capacity development and trainings.

  1. Excellent communcation and interpersonell skills, including cultural sensitivity.
  2. Self-motivated and able to work in collaborative matter and independently.
  3. Experience and willingness to work in stressful environment with limited access to asic facilities.
  4. Flexible and adaptive to change.
