Program overview
NCA with partners implemented Integrated Emergency Water, Sanitation and Hygiene (WASH) and Shelter project for Earthquake Affected Communities in District Shangla. The project was implemented in the earthquake 2015 affected areas of Shangla with the overall goal of contributing to improved access to emergency WASH, Shelter and building capacities of local communities for dealing with future shocks.
Evaluation overview
This final project evaluation primarily evaluated the project based on relevance, effectiveness, efficiency, sustainability, and risk management themes. The evaluation also assesses the cross-cutting themes such as project role related to gender and environment.
Key findings and recommendations
As a result of the evaluation key findings showed that the latrines provided are in use, but the replication will be a challenge due to the capital cost. When planning construction activities, the weather and seasonal constraints should be taken into consideration. However, the findings also show that the project helped reduce the burden on women - particularly related to bringing water from long distances in hilly terrain. The latrines with septic tanks also made provision for soakage pits for the bathroom wastewater. Overall, the project helped improve the environment and health conditions of the targeted communities.
The evaluation recommends raising community awareness on cost effectiveness of the latrines installed to encourage more people to invest in it. Also, the masons and plumbers should have proper training and training days should be compensated financially. Weather should be properly factored in the project design due to its major impact on local conditions. In addition, the project would benefit from more coordination with relevant governments, especially through proper registration of the village committees. This will improve the sustainability aspect of the project through legal status and funding from different actors. Womens engagement in the project would also benefit the reach of the project and could be done through working closely with community elders and husbands.
