What happened: NCA received a complaint which concerned administrative and financial weaknesses at one of our local partners.
What we did: NCA alerted Norad of the complaint. Because of Covid the investigation was delayed. A spot check was then undertaken in October 2021 and thereafter a special audit was carried out.
The special audit confirmed some of the allegations in the alert and the partnership has been put on hold, until the partner again has the capacity to meet NCAs requirements.
There has additionally been a repayment to Norad of NOK 35 354.
What we learned: Importance of regular checks of internal control routines to secure that the implementation of these is in place with our local partners. This is an important part of the annual cycle and follow up of our local partners.
