What happened: Norwegian Church Aid received a complaint that some irregularities in relation to internal procedures at the country office had taken place. These included breaches of the segregation of duties as well as procurement procedures.
What we did: Norwegian Church Aid alerted Norad of the complaint. Investigations and reviews of relevant documentation were initiated. During these investigations, a financial loss of NOK 337,500 was confirmed. The funds have been repaid to Norad.
What we learned: We were made aware of breaches of procedures. The procedures were carefully reviewed with relevant staff at the country office. We learned that misunderstandings and ambiguities can occur and that we need to do accurate reviewing of these to ensure mutual understanding.
